What is the AAR rule for broken springs?

At the moment I don’t have access to an AAR manual. My QA manager says any broken spring in truck set nest is an AAR Defect. Production manager says I can have two broken inner coils. I’ll check the AAR manual later, but would like to get answer asap. Thank you carmen.
